An English Proficiency Certificate allows a student to be admitted to the university without having to submit an official English test report such as IELTS or TOEFL. This means you are fluent in English from your previous courses. English Proficiency Certificates come in many formats. Your university or institute may have a pre-defined template that you can use to apply.

How to get an English Proficiency Certificate
It can be obtained from your focal person at your institute, which may be your teacher-dean HOD or another. These templates are already in place. Some universities require that you pay an official fee before you receive your certificate. You can contact your teachers and administration to receive the certificate. Google also offers a sample of the English Language Proficiency Certificate.
It all depends on which University you wish to apply to. As stated above, the pre-defined templates must be signed by university authorities so they can proceed with their admission process.
